The BioGrace project consists of three phases.

In phase 1 the list of standard conversion values will be completed and a set of input numbers will be defined. Based on this set of data, the calculations that lead to the 22 default values in the Renewable Energy Directive and the Fuel Quality Directive will be made transparent by providing detailed Excel sheets and by harmonising existing user-friendly Greenhous gas (GHG)-calculators.

During phase 2 EU biofuel policy makers will be informed and requested to make reference to the list of standard conversion values in national legislation implementing the two directives. Four workshops for policymakers will be held in October and November 2010.

Phase 3 of the project is designed to systematically distribute the results (list of standard conversion values, Excel sheets and GHG calculators) in the EU. Besides standard dissemination instruments such as a website, presentations at conferences etc, seven GHG calculation workshops will be organised for governmental representatives, economic operators, auditors and advisors between December 2010 and August 2011.
